PF raise is ok given the description of the villians. you certainly want the button and folding out the sb/bb would help you win the pot w/o a huge hand. however, T9s is kinda a drawing hand along w/ 98s....do you limp 98s here...'cause i do. along w/ T9s but a raise again is fine occasionally. on the flop you chose not to raise in order to raise the turn if a card comes like, well, like the A and b/c your hand is so vulnerable to a good portion of the deck you're equity either goes way up, or way down. when BB bets and calls the turn raise, he almost certainly has a pair of 9s and the other guy looks to be on a spade/straight draw of some kind. raising the turn is good in this case b/c even if you are tied w/ BB, you split the drawer's $$$. on the river a BEAUTIFUL card comes for you. time for a bluff and hope the other guy didn't pick up a K or an A w/ his draw. most interesting streets imo are preflop and flop.
