maybe, maybe not. the only thing you know is that he plays his best in big games, late in games, and in overtime. he's won 2 Super Bowl MVP's, and played well in a 3rd Super Bowl win. he's now calling the majority of plays in his own offense, which only 1 other QB does.

to rank him 8th, b/c you think he might not be as good on another team, is ludicrous. the fact is, he is a perfect match for his team and vice-versa; which is different than Dilfer being carried to the Super Bowl by his team.

I'm not sure the Patriots would have won the Super Bowl with any of the QB's you listed above him. probably Manning, but who knows - that is just speculation. I'd prefer to make my rankings based on actual performance.

as to your question, I think any QB that has bounces around the league for 6-7 years, but hasn't become a very good, consistent player, is by definition average. good enough to hang around, but not any better. guys like Dilfer, Flutie, Collins, Brooks all come to mind.
