Two river decisions that have me thinking...

So the river brings me top two pair. Unfortunately it fills a straight draw and a backdoor flush draw. Does anyone raise this river? I figured going for the overcall would bring just as much if I'm ahead as a raise would? It seemed like a standard play but looking at it after the fact I'm not sure what the best move might have been...

From his first three actions at the table, buying in for $10, posting UTG and then calling two bets out of the BB, I assumed he was rather fishy but I still couldn't decided whether to throw in a value bet or not.
