Am I wrong to cap the river?

Play is terrible. Sometimes passive (players not even betting AA, KK preflop or their monster draws), and sometimes just stupid (people betting and capping with gutshots). Haven't played a lot of hands but I saw a looot of sukouts.

I am in the BB with TT
Folded around to the CO who raises. Possible steal attempt? I raise again and he calls.

Flop is T99r
Great. I lead, he calls.

Turn is a J.
I bet and he raises me.
I 3 bet and he caps.

River is a blank.
Am I still betting and capping? Or am I slowing down against an unknown?
