Default Katrina and New Orleans...

Ok- so New Orelans as a city is 10 ft below sea level, and the storm sure may come over top of the levies. So if this happens i assume that the water from the storm surege/rain will have to be pumped out- will this be feasible- are the mechanisms in place to even begin to deal with this? If the storm is bad enough could a potion of new orleans become just a reef in the Gulf?
