Default Playing a Set ??

When playing a small set from early position is it usually a good tactic to just call a bet on the flop waiting to c/r the turn? Or should I have raised the flop?

On the turn, I called since I thought I was facing a flush from UTG+1 or, less likely, a larger set. But I called 2 bets since I thought I had odds to boat up.

In retrospect I think I should have folded the turn since I barely have odds to call if I have 10 outs. And if I am facing 2 pair in addition to a flush or bigger set, then I really only have 4 outs max.

It was wierd that neither player bet the river - results to follow.

Thanks in advance for advice.
