A thought on opening hands

In a full ring situation consider this.
1. For discussions sake dont include tells/reads etc
2. If in late position and folded to one would argue that hands of less strengt is playable and even raisable since u could end up stealing the blinds or it is common thought that less good hands might be up against u putting u in a favourable condition.
3. Then I wonder, if all folded to would`nt that imply that no real good cards where delt up front and it is more likely to encounter good hands in those yet to act?
