Default value bet river?

not too tight table, not too loose
players have done nothing spectacular, not overly tricky or bad or anything really. Decent number of middle pairs have been played aggressively. Good table for a value bet on the river?

I don't think typical Party UTG+1 would have re-raised flush draw here on the turn.
