Is Pacific Poker legit?

I've played a bit at Royal Vegas using the free $10 they give you just for signing up without even having to deposit money, and I have been playing .25/.50. The people who see the flop is usually about 40% which I thought was loose, but I then was looking on Pacific Poker and the flop % was about 55% on all of the 3/6 rooms I looked at! The .25/.50 rooms had about a 65-70% of the players seeing the flop. If people play so loosely at Pacific Poker, how come I don't hear about it? What are the flop% of players seeing the flop at party poker .5/1 games and such? I even watched Pacific for a while and I don't know how one could not win on it.
