Default Party Sub-Qualifier

Someone tell me if I'm reading this wrong or screwed up an interpretation somewhere.

This from the party poker website.

Sub-Qualifier to PPM V Supers Sit & Go Tournament ($9+$1)

When: Available 24/7
The Sub-Qualifier to PPM V Supers Sit & Go Single Table Tournament $9 + $1 will start as soon as there are 10 players registered
The winner as well as the runner up gets an entry into the Qualifier to PPM V Supers Sit & Go Tournament $31 + $3.
Prize money for the 3rd place is $22.
Players winning an entry will NOT be registered automatically into the Qualifier to PPM V Supers. They will have an available freeroll, which they can use to register in the Qualifier to PPM V Supers Sit & Go Tournament ($31+$3) of their choice.
Extra Entries will not be refunded but can be used to register to more PPM V Supers Qualifier tournaments.
