Very Confusing TT hand

So I just barely played this hand at $2/$4 on Party, I am basically EP/MP with TT. I re-raised to try and isolate the raiser, thinking my hand was probably better. But with the Q99 flop... I don't know how to play it anymore. Obviously I'm losing to a Q or 9... and I figure he wouldn't raise without one, or something better. What are other thoughts or how to play this hand?
