Competition at Microlimits at Pacific Poker

Since I mostly played at Pacific Poker (0.05-0.1 up to 0.5/1) I have some difficulties to evaluate the competition at the microlimits at Pacific Poker.
My Question is more or less:

Is the incredible loose behavior (% of Players at table seeing flop generally 60+, often 70+, sometimes 80+) and the real bad postflop play something that is special at Pacific Poker or is this more or less normal at microlimit?
I'd really like to hear some oppinions of others that play microlimit there.
