Default NL Bet question

This happened at the Rio. According to my buddy who was on the floor, the action has been incredible with the WSOP in play. This was a 25/50 blind NLHE ring game.

There is about 2000 in the pot going into the flop. Post flop, the first player to bet, bets $1200. The next player to act has a big stack of chips and also a big wad of cnotes folded over with an elastic band around them.

He says nothing and tosses the wad forward. No one knows how much it is and what the hell he is doing. The next guy says "what's that?" and there is no answer and the dealer doesn't do anything. So about 15 seconds go by and the guy says "well I want to raise that guys raise so how much is it" and the guy says "that's not a raise, it's a call". They call the floor.

I'll stop here and not give the ruling which I disagreed with to see what responses I get first.
