WPT Borgata VVPism Question

I re-watched the Borgata Open last night and when it was heads up between D. Williams and Daniel N., Vince Van Patten said the following:
"David is building a little white fence around Daniel and feeding him carrots"

This peaked my interest and sparked a few questions...
What kind of fence? privacy? pickett?
Does it have to be white?
Is Vince insinuating that David is try to break Daniel and saddle him up?

What does this mean?????
