locked empire account, depositing on another skin

Someone I know who is not on here is having trouble with this (My account is fine.)

They can not deposit money into their Party account after being locked on empire. Is there a thread about this already? I've been looking for about 15 mins and haven't found anything.

A kick in the right direction would be helpful if there is a thread.
