Default State Lottery (semi-OT)

Noticed on bonuswhores they list at what dollar amount the bad beat jackpot tables become +EV. Is there a similar way to calculate if state lotteries ever become +EV?

You have the same chance to win no matter what the amount of the jackpot (with the exception that with higher jackpots more people play, so the chance of splitting is increased), so it seems to me if one were to play, one might be better off waiting for a higher jackpot.

That being said, I've only played a state lottery once, on my 18th birthday
