How ridiculous. Posit this scenario:

Franklin gives information to AIPAC who gives it to the Israeli government. The Israeli government kn ows the origin of the information. The Israeli government does nothing to discourage further "leaks" from Franklin via AIPAC. More such "leaks" take place. In this scenario, can Franklin be fairly characterized as a "spy" for Israel?

Or are only those that are on mossad's payroll (as opposed to, perhaps, being paid by some embassy official or by the defense ministry?) "spies"?
