Different/Intriguing strategy...

I've seen a few people with these stats in PokerTracker, but have never really read anything about this strategy, and am not sure whether or not it will be successful.
The strategy i'm talking about is people with the same VPIP as PFR. I've seen quite a few people at the 3/6 tables with stats like 12/12-15/15. Basically, they dont play unless they're coming in for a raise.

I dont know how viable this strategy is, but I'm definitely curious enough to want to learn more about it. Is it mentioned in any books? Or have any forums adopted it as a successful strategy? Has anybody here used it? Success/failure stories?
