Who Pays the Neteller Fees--You or Your Affiliate?

If your affiliate transfers money into your Neteller account who pays the fees? You or the affiliate? If you have to pay them, is that figured into your percentage of rakeback?

So in other words, if you have a 20% rakeback deal it amounts to only 18% if you have to pay the Neteller fees. So when your affiliate says you're getting 20%, is that 20% net including the fees, or is it 18% net after the fees?
