No contributions should be solicited except for food & beverage. I would consider it bad form.

If the host wants to improve the environment associated with his home game, then it is his decision to get new chips, table, or whatever. If players don't like the environment that is offered by the host, then they find a new game.

Just because players would enjoy playing on a nice table with nice chips doesn't mean they should help buy the host a new table, chips, or anything else. Also,the "community" or "group" ownership of something like chips or a table is a recipe for disaster and hard feelings IMO.
