with a telephone number and home addy, people can submit a change of address at the post office.

What about phone books then? Virtually all the listings include an address. Is there not some safeguard to prevent a random person from submitting a change of address? I might have to call my local postmaster tomorrow. The USPS website has a place to submit questions also - maybe they could advise. =TomBk

I move once every year / two years because my gf is finicky about apartments.

When you submit a change of address (whether at the post office or online) the post office will send you a notice to your old address.
