Default Blind play question

I've been playing party 3/6, game is often tight. My stat shows folded SB to Steal 93.94, Foled BB to steal 74.32, Attemp to steal blind 16.40. I know these numbers are bad.
Ed Miller's book states when the pot is small, should play tight and fold marginal hands. I followed that advice and was able to improve my winning in 2/4 games.
Now to defend blind and steal blind I have to play against this rule. How should I play? What kind of hands do you raise or call raise with ? If I raise and miss the flop, should I keep bluffing all the way to river?
I am completed lost.Thanks for any advice.
