Hole in my Game

I've been reading some posts about tournament strategy and I've seen a lot about how crucial it is to steal blinds once they get to a certain level. Anyway I was wondering how high the blinds get before this is worth it and what makes for a good situation to steal....how important are my hole cards? How important is position? Just curious if you cna steal with horrible cards in good position or what.....any advice appreciated
