Default Defending the Small Blind

Looking for input on my range of hands when defending the small blind. Assume that the CO or button opens (button folds in the case of the CO), they are average stealers (30%-35%) and play decently postflop. I reraise these hands or better, folding all others:

Pairs: 55
Suited: A2s/K9s/Q9s/J8s/T9s
Offsuit: A9/KT/QJ
(19.6% of all hands)
