Set o' ladies, how bad was the play

Flop comes out Q [img]/images/graemlins/diamond.gif[/img] T [img]/images/graemlins/club.gif[/img] 3 [img]/images/graemlins/club.gif[/img]. Sb checks bb bets $3 into a $3.9 pot. I figure that this is a protective bet, maybe a set of Tens or two pair. I call(?), knowing the bb has a hand and will pay me off. Then the sb calls. Turn is 9 [img]/images/graemlins/club.gif[/img] (damn!), checked around. River is 2 [img]/images/graemlins/diamond.gif[/img] and sb goes all in for $14.

Should I have pushed on the flop, shutting out the sb and isolating the bb who I know has a hand? Then, when it was checked on the turn, was a nice size bet called for?
