My Process: custom labels for Nexgen chips

I'm in the Chicago area also - I got the Krylon stuff at the Joann's in Naperville across from the Fox Valley Mall.

No sure if it would be a good idea to spray the chips. You could make some sort of crazy mask to spray only the insert, but that would probably be amazingly time consuming.
