Empire HAPPY2005 reload Bonus Question

I want to get the 20 percent bonus, so if I cash out $1000 and redeposit it immediatly will this work? I read the FAQ and it seems to indicate that I will be okay since its not Pokerstars, just want to make sure so I can make other plans before it expires if not cool.

The email I got after cashing out says it will take 24-48 hours pending review. It says it'll be faster if I filled out some Preferred Player Application with supporting documents. Does it really take this long to cash out (I am going to Neteller the same as the deposit)? What's with the application?

New to online poker and this forum obviously so a little help please...
