Min Raise Blind Steal

For example:

BB is 200
UTG (3120)
Button (2175)
SB (1060)
Hero/BB (1345)

UTG raises to 400. I have pokertracker data that says (Steals Blinds 67%) or something like that. Button and SB fold. I have something marginal for calling a raise, like KTo.

How do I play back in these kinds of situations?
