Allbaugh hires Michael Brown, his former college room mate, also unqualified for a FEMA job. Albaugh leaves to become a lobbyist for Halliburton and Brown becomes FEMA director. Halliburton has been hired to do storm clean up at US naval bases. Mission Accomplished. |

Also Allbaugh left FEMA when it became part of the Dept of Homeland Security and Bush passed him over for secretary in favor of Tom Ridge.
