Can/should I fold this?
400 NL. The button has 220.
I limp UTG with KK. Everyone folds to the button who raises to 12. I decide this isnt enough, and could represent to large a range of hands to slowplay, so I reraise to 39. He thinks for a bit and pushes. I?? I thought my hand range was pretty limited with the limp reraise(though I will do it sometimes if I think the raiser is FOS), should his willingness to get all in be a deterrant? or its all in preflop with KK all the time? Yes you can, no you shouldn't. I don't LRR so I don't know for sure however.

i limp-reraise sometimes. i have noticed that the original raiser usually gets pissed, and gets maniacal with any 2 he happens to be holding. call. if you had really huge stacks, or you know this guy is a super-rock, then maybe fold. (i never fold here btw, just saying i could understand in that siuation)

Your limp re-raise makes him think you are representing AA. If I were him and i had AA, i'd think for a while before pushing, too, just to make you think i'm scared. But that's too juvenile a move for mid-range NL isnt it?
