He is referring to a technique in Blackbelt in Blackjack. The only reason this technique is no longer realistic is that the dealer must deal very deep. This no longer happens anywhere. Also you really should be playing heads up against the dealer. Also, you need a system that is very play effeicient with lots of index numbers to remember. Hi-Lo or KO won't do. With flat betting you can get .77% to 1.06% depending on conditions. You can also do a small spread and get an even better advantage.
Ian Andersen also mentions it in Burning the Tables in Las Vegas. From everything I have read about playing conditions this is a dead technique, and you would need a advanced count.
