In need of the name of a rapper

I've been trying to discover the name of a rapper whose music I had heard in the 90's, to no avail. I have practically no info to go on, not even a lyric or song title, but he's got a very unique voice, and sounds almost Jamaican. He got some decent radio time if I remember, so he's not super-obscure. It's not Busta Rhymes. Any ideas?

I ran into snow the other day at fez boutique (sp?) in Toronto hanging out with his "boys". He looked like a bigtime queer and his "crew" looked almost as lame as him. He was also talking to some pretty ugly chicks in a bar full of beutiful women.

This guy's voice is loud and energetic, and if I remember right, the music is dance-worthy beat-wise. Very weird, rough voice, not like someo of these examples, which are softer. Thanks
