Is it possible that at partypoker the low limit ring game rake is so high that only a very small percent of the players (less than 5%) have the skill to win long term?

I suck at poker and I'm winning over 90k hands at 2/4. I know a lot of people beating 2/4 and a lot of people beating 3/6. Something to keep in mind however is that because of the rake the average player is losing money. However, with study and practice the game is easily beatable. I'd say 15-20% of people can beat the game.

Is there some way we can look at this question theoreticaly? Empirical evidence of the responders aside, although I do not doubt their results. The average poker ability of folks here is obviously much higher than the average partypoker player.
