Using campaign funds to pay parking tickets and buy tickets to a Red Sox game? Is that really ethical??

I'm not particularly fond of John Kerry, but I think it's pretty clear that his attendance at the Red Sox game was a part of his campaign. Why shouldn't he be able to pay parking tickets received while campaigning with campaign funds?
