Should bad gimmick accounts be banned?

I dont think there's a problem as long as it is in moderation. If a person gets out of control with spamming their gimmick account, and if it's especially unfunny they might need to see the ban stick for a day or so.

If you're logging on thu a service provider don't they randomly assign numbers every time you log on? I know the provider keeps a record of who had what number and when used, etc., so they can track down pervs and perps.

'always on' connections like DSL or Cable have the same IP address for weeks/months at a time.

Dial up changes each time though.
