no read on villain

Absolutely fine.

If raised on the flop I 3bet it. If capped then it's a laydown on fourth street. A cap almost certainly means at least trips.

Looks pretty good to me. You could raise preflop here as well. Postflop looks pretty standard.

I open raise with 99 anywhere.

Nines are a big favorite over any hand with a card lower than a 9. You're raising for value. Most people get dealt hands with one card lower than a 9. If both their cards are lower than nine then you are a huge favorite, since they probably have to hit two pair or trips to beat you.

At least that's why I think you raise here. I'll let others elaborate if I got part of it wrong.
