I guess my question is if I should have made a bigger raise, or if I should have come out betting. I am sure he is calling the bet on the flop.

With an opponent that has a small stack like that, I don't see any way that he doesn't either call an all in PF or go all in on the flop. You just got unlucky. Tough break
