Default Peppermill tournies - poor management?

We played in the recent tournament week at the Reno Peppermill. It seemed to us that the tournies were run by inexperienced managers. When we would lose players at our table, no replacement would be gotten until we had three vacant seats. Then the floor would stop our game until she located more players. This often resulted in a wait of several minutes. In one tourney we had several wait times like this - 5 to 10 minutes each! This resulted in our game having been held up for an accumulated time of over a total round. We had to sit there waiting while players at other tables were making progress and the blinds went up. Seemes idiotic to me. They apparently think it is worse to play short handed than to not play at all. One table that was located in a far corner was particularly hit by this since it simply took longer to go pull a player from across the room and direct them over to the remote table. Dumb.
