Default Stopping a bluffer

I understand the following:
We want to make a player who is bluffing more than he should to bluff more.
We want to make a player who is bluffing less than he should to bluff less.

to make a player bluff more we induce bluffs by checking, letting him bet those hands he would have thrown away if we had bet.

how do we make a player who doesn't bluff as much as he should to bluff even less?
Do we simply fold his bluff? Wouldn't this make him want to bluff even more, because he is getting away with it..
Do we raise him? Raising a player who doesn't bluff much would in my thinking require a big hand.
