Floaters

These types of players get mentioned sometimes. Its my understanding that vs tags who will fold their unimproved hands when facing resistance, these "floaters" will sometimes call the flop bet (possibly the turn bet as well) with a weak draw, and then bet when checked to in order to pick up the pot.

How can you tell when is this an effective strategy to use? How do you use it properly?
