Default Please help the noob

Came across something that I am emberassed to say I don't understand. Playing 55 and can't follow why this happened. Early raiser raises BB from 100 to 215. I call. Small stack goes over the top to 300 (I knew he would). all fold to original raiser who calls. Action to me and all I can do is call when I actually want to push?? Why couldn't I raise?? I had another 1500 chips and original raise has 1K. I can't believe I never ran into this b4?

The small stack did not make a COMPLETE reraise, which I believe would have been to 330. Therefor the betting is closed.

if the short stack cannot make the minimum raise, so at least 115 in this case, then it doesn't reopen the betting and you can only call. If you had not acted yet in the hand you would still have the option of raising
