How's this cashout of Empire points?

i have 8200 Empire points. since i dont plan on playing on empire again because of lack of players, i'm going to use up my points.

7500 points for $75.
700 points for flask.

is there any better way to spend the points?

goto VIP, click around and you'll find a link to cash points. 100 points = $1

Do you have to be a VIP? I'm not a VIP I havent played there for very long.
