Default 6 un-clean outs on the turn

Loose, slightly passive $2-4 online game

I’m UTG+2 and open-limp with 8h9h. 2 MPs and the Button limp, both blinds come along.

Flop: Qc 7d 3c checked around

Turn: 10c

It’s checked to me, I check, MPs both check, Button bets, SB folds, BB calls, I fold.

Do I need to bet at this when I pick up the open-ender on the turn? Given my play, should I make the call when I am bet to?

6 to 1 pot odds

you need 7 to 1 to call and may only make 2nd best hand. You need 4 callers to make a call. I think the fold is best.

I would assume you are drawing to 4 outs at best. Because nobody bet the flop, the pot isn't big enough to chase your draw. Good fold.
