I raise unless BB is a good player who is going to give me more trouble than it's worth postflop. Also I probably let it go against somebody who is going to the river every time.

Default is raise. Complete against a loose passive, someone who's defending their blinds 100%, bet a lot of flops against this one. Fold against people that [censored] with you. Fold in a 1/3 structure unless the BB is weak tight?
