Neteller Debit Problem?

I loaded my debit card and went to a pulse/star supporting ATM. I tried withdrawing various amounts with no success. I received the error code "Contact your issuer 908." Live support couldn't help and gave me a toll number. Anybody have this problem? If so how was it resolved?

waiting for the e-mail response first, its a $1/minute and I see them being incompetent and taking a good amount of time on the phone. Leaving that for very last resort

The few times I have had contact with Neteller phone support they have been startlingly competent and knowledgeable and actually had the ability to solve the problem immediately. Lots of other businesses could take a lesson from them.
