Default quick one - 3bet or call?

bb is kind of loose passive (40/13) - pretty sane.

Party Poker 5/10 Hold'em (6 max, 5 handed) converter

utg looks like a made hand he is trying to protect, I can't see him or BB not cappin 56 on flop so I 3-bet.

I 3 bet. If bb has 56s you have plenty of outs. Your ahead of at least one player here and possibly both. You can 3 bet for value enough of the time
