the flop limp 3-bet says underset to me. that plus UTG hanging around for added value means I'm gonna cap this river. If he has the straight, so be it, but I don't think he does the majority of the time.

I think you should 3 bet the flop. I suppose you're putting BB on 78? I don't think he'd call-3bet the flop with 78: this smells more like a set, which means you can go ahead and cap the river, especially with UTG there.

Given BB's call-3 bet of the flop, I really don't know how to play the turn. Folding is too weak, calling is bad because you have a player behind you, but raising is spewing. Out of three bad options, I think I'd probably call.
