Default A Problem with the Online Poker Rules (Bug in VC Poker)

Ok, so this is what happened, I suspect very strongly that this is a bug but the MANAGER, host MarkW disagrees with me and was rude.

I hold KK, I call UTG for $1, UTG+1 raises to $4, Button raises $1.54 All-in. This is where it all goes wrong, Under Raise rules come into effect and they stop me from reraising the original raiser UTG+1.

I still won some money off this, but not as much as I could have. But these Under Raise rules should not have come into effect until after my go (assuming I wanted to call) and if I raised, then not at all.

What do you think?

Well, generally the under raise rule wouldn't come into effect, but realize that there are no real "correct rules" for poker. The site is free to implement what rules they want. According to Robert's rules of poker, you would be free to reraise the initial raiser, but VC poker does not need to abide by this, it is their decision.
