What's a decent BB/100 on Party NL$25 and NL$50.

"decent" for 25 NL is 10-15 for party. 20 is what you should strive for

since the stacks changed to 100 BB, isn't the general consensus that PT20/100 BB is now possible at the 25 NL?

Ditto.

Consider 5-9 being a good player (although you'll agree there's quite a degree of difference between 5 and 9).
10+ being a great player for a given limit.
