Default reporting foreign poker accounts.

Form TD F 90-22.1 requires that US citizens report all "foreign bank and financial accounts" to the government if their total value is $10,000 or more.

Does this include online poker accounts?

Would the country be the country the website is based in?

Party claims that my party account is based in whatever country I play in. Is that really true?

Can anyone help?

I was just reading about this a couple days ago here:

They say that it is unclear whether poker accounts qualify, but neteller definitel does.
